- Preheat oven to 375°F (190°C).
- Boil potatoes until tender, about 10 minutes.
- Heat olive oil in an oven-safe skillet, sauté onions and bell peppers.
- Add potatoes, whisked eggs, milk, salt, and pepper.
- Cook on stovetop until edges are set, then transfer to oven.
- Bake until the center is set, about 15 minutes.
